how to get my dog and cat to stop playing in the kitty litter?!?

my dog luca and my cat willow have become best friends.
which i love, but now willow (our cat) when she goes to the bathroom she likes to throw the litter up and luca plays with it then starts digging out the litter.
( he doesnt eat the poo or the litter) he just likes to make a mess.

how do i stop my dog and cat from doing this?

i just vaccumed up litter for a hour!
i tried putting it up high. but still willow flings it down so luca can make a mess. and then luca can jump (very high) and he did that and got his big furry paws and knocked the whole thing over,

thats what ive been cleaning for a hour

Wow...that's funny, must suck having to clean up the litter though! LOL

Have you tried putting the box in the laundry room or some other small room, and putting a baby gate up so Willow can jump over it, but Luca can't?
